&lt;P&gt;&lt;EM&gt;&lt;FONT size=2&gt;He&amp;nbsp;rejects about 85 percent of prospective UNR plaintiffs who ask him to sue the university on their behalf.&lt;/FONT&gt;&lt;/EM&gt;&lt;/P&gt;

At the Personnel Commission’s quarterly meeting, former UNR soccer coach Terri Patraw accused Kockenmeister of unethical and unprofessional conduct, saying he allowed perjury during her hearing and used false testimony in his decision. &lt;BR&gt;&lt;BR&gt;In another case, UNR police officer Lane Grow complained to the commission that the hearing officer violated the Open Meeting Law when he illegally closed part of a hearing after which Kockenmeister reinstated Kevin Youngflesh to the UNR police agency. But if they are always in fear of being punished, it may become a habit, which is a second reason for lying. In this case, it may become compulsive lying, which is lying by reflex.
