Things I Learned At The Dog And Pony Show - Part 5

UNR Police Chief Adam Garcia made an appearance at "The Dog And Pony Show".  For background info:

- Garcia was implicated in corruption charges by several citizens at the UNR grand jury hearing.

- Garcia was ordered to reinstate a police officer after the officer successfully claimed retaliation.

- Garcia has TWICE had "no confidence" votes levied against him by his officers.

- Garcia was at the head of an animal abuse scandal in his department.

- Garcia was at the head of a pornography email scandal in his department.

"Obviously, from the descriptions of the e-mails, I find it abhorrent behavior for members of the campus community to be sending these through campus e-mail," UNR President Glick said.

So Garcia showed up at "The Dog And Pony Show" to retaliate against me for my role in exposing his corrupt leadership. Garcia, of course, lied.

It should be noted that Garcia was also publicly called a liar by the President of the Nevada State Law Enforcement Officers Association.

Garcia said he does not read my blogs because he knows that I talk about him.  I am not buying it though since he said the same thing about the abundance of pornography in his UNR email account.

Of note, Garcia has applied for several jobs over the past year couple of years. Does he have notice that his contract is not going to be renewed? Is he running from the grand jury investigation? Or is he tired of being the gatekeeper for the corrupt UNR administration?

Things I Learned At The Dog And Pony Show - Part 4

As I mentioned in several posts below, I saw the retaliation team recently at "The Dog and Pony Show".

Here are a few additional tidbits from there:

1)    I learned that Nevada Athletic Director Cary Groth lies a lot. Oh wait ... I already knew that.

2)    I also learned that an employee in the Nevada Athletic Department named Tekla Martin appears to be nervous that AD Groth's employment position may be tenuous.

Tekla came to UNR from Northern Illinois University. She used to work for Groth at NIU and they are pals. Tekla was hired at twice the salary of the person she was hired to replace at UNR. Hmmmm ...

It is evident that Tekla's employment and generous salary are due to her relationship with Groth ... and
therefore would be motivating factors in protecting her corrupt friend (AD Groth). It was no surprise then when Tekla appeared at The Dog and Pony Show as a member of the retaliation team.

Just like Dr. Jean Perry, Tekla offered nothing of redeeming value.  Tekla's testimony served absolutely no purpose in a court room. Yet, just like the rest of the retaliation team, she allowed the UNR attorneys to use her and make a public spectacle of herself. Some people have no self respect.

Next time you see Tekla Martin tell her that one is not allowed to speak for "others" in the court of law ...   Especially when "others" do not support what she proclaimed on their behalf.

Things I Learned At The Dog And Pony Show - Part 3

As I mentioned in posts below, I saw the retaliation team recently at "The Dog and Pony Show".

Here is some additional information I gathered from there:

I learned that my dear friend Cindy Fox seems to miss me in Georgia. She said that she wonders if I will come by and visit her there.

I found this to be a bit odd since I never stopped by to visit her (in Reno) once I left the University.

Oh well, certain friendships just have that kind of gravitational pull to some people I guess.

I also learned that someone is unhappy with her husband, University of Georgia Basketball Coach Mark Fox.

Cindy said someone made some "insidious accusations" about Coach Fox to the Georgia Athletic Director.

Here is hoping my old friend can find some solid footing in her new hometown . . .

A message I received today:

Well I hope that a full disclosure of the NCAA violations and Cary Groth makes a prominent article page in the Reno Gazette Journal, unlike the last articles that UNR Corruption was going before the Grand Jury, and that UNR lied when it said it was no longer being investigated for NCAA violations.

Terri, I have seen the "corniest" articles stay for a week under the Education sub-heading in the Reno Gazette Journal and receive more prominent positions in the news for reader's interest, than the fact UNR is corrupt, and the staff lies for them.

The taxpayers need to know the truth.

I am happy to see that you devoted a whole blog site to Cary Groth, because she doesn't like your blogs!

Keep everything she does transparent and out in the open.

Things I Learned At The Dog And Pony Show - Part 2

In UNR's desperate attempts to manufacture evidence against me the administration sought out the assistance of my assistant coaches, Graeme Abel and Antoinette Marjanovic.

Acting as little pawns of the administration, Graeme and Antoinette manufactured a report against me; two individuals trying to describe something that never actually happened.

Well, you can imagine then that their "stories" were an embarrassing contradiction of each others.

I laughed out loud when I read them. Does anybody proof read this stuff before they submit it?!

After I exposed this fraudulent conduct, the attorneys suckered Graeme into appearing by telephone at "The Dog And Pony Show" in an attempt to confirm and reiterate his previous "story".

BIG PROBLEM!   His story changed drastically from what he wrote in the report. Don't these people learn?

At least Graeme did admit what I had already uncovered: That Graeme and Antoinette wrote this report at the suggestion of the administration.

I filed a report and pressed criminal charges against my assistant coaches for this criminal conduct. Not surprisingly, Antoinette's "story" changed 180 degrees in that police interview.

You know the saying? For liars it is difficult to keep their stories straight.

I mentioned on blog #1 that I saw the retaliation team a couple of weeks ago at "The Dog and Pony Show".

Suffice to say I gleaned a lot of useful information there. Too much information to put in one post so I thought I would just mention a couple of tidbits for today.

1)    I learned that Nevada Athletic Director Cary Groth does not like my blogs.

       So I tried to figure out what I could do to see if she might like my blogs better.

        Blog #3 is now devoted entirely to Athletic Director Cary Groth.

       In the left hand column near the top I have created Athletic Director Cary Groth's own link as Blog #3.

2)    I also learned that my former boss and good friend, Cindy Fox, had her car vandalized in 2007.

       It appears Cindy Fox was the victim of a rash of car break-ins / vandalism on campus.

Supreme Court Reinstates UNLV Police Officer

The Nevada Supreme Court has ruled that the firing of a UNLV police officer was too severe a punishment for punching out his wife's boyfriend.

The court directed that Evan Carney be reinstated and that a discipline short of dismissal should be imposed on the officer, who had an exemplary record at UNLV.

Carney said he saw a man and his wife, and he followed them to a parking lot of a supermarket. The man was knocked to the ground and suffered a slight cut to the head, but he declined to press criminal charges against Carney.

The Supreme Court said “no reasonable mind could conclude that termination was warranted here.” The court said the decision of the hearing officer to uphold the firing “was arbitrary and capricious.”

Their Own Whirlpool Of Lies

The town I grew up in is all beaches with different characteristics. One of the most beautiful beaches (sand & water) is known for its whirlpools.

I experienced one of these whirlpools once and it affected the way I approach swimming since then. Simply I had a second chance to live because of a miracle.

Once you are sucked in one of those whirlpools, you are not going to get out even if you are the best swimmer.

These guys you saw at "the dog and pony show" last week are sucked in their own whirlpool of lies.

They are grasping for air but it doesn't help because they are dead inside anyway.

Doctoring Legal Documents, Illegal Subpoenas, Mail Fraud, False Pretense

I received a message the other day out of Phoenix, Arizona . . .

There is a rumor going around in the Phoenix legal community about a coach's wife doctoring court documents and filing an illegal subpoena in a lawsuit under false pretense.

The legal community there is said to be in shock that something like this could happen.

Guess whose case this so-called rumor is referring to? Yep, it is mine.

Sadly it is not a rumor. This criminal conduct did occur.

Reason: To falsify personnel files at my previous employer, Arizona State University. Yet, another crime!

This charade also involved mail fraud . . . a federal offense.

Terri Patraw: Lying Eats At Their Soul

I have witnessed some very desperate people lately. I have seen how corruption eats at them from the inside.

When one lies to cover previous lies they become more and more desperate.

I have noticed that all the corrupt people I have been around in the past couple of years always appear so uptight and miserable.

All the lying eats at them. It becomes harder and harder to keep their stories straight.

When one stoops so low as to "use" their own child, to lie about their own innocent child, to cover up their own lies and misconduct it is the most revealing sign of desperation.

A good piece of advice: Never take the witness stand and lie under oath when the other side has the evidence to prove you committed perjury.

Unethical Conduct And The NCAA

I have been reading up on another university currently under investigation by the NCAA.

This case involves Arizona State University. I know those involved having worked there previously.

The Arizona Republic ran an interesting story on the specific allegations levied against ASU by the NCAA.

One allegation that jumped out at me was this one:

A then-assistant coach engaged in unethical conduct by denying he had conversations with another staff member about improper phone calls to prospects, the NCAA said.

So this coach is being hit with a charge of unethical conduct for "providing false and misleading information" to the NCAA . . . as he should.

Terrri Patraw: Responding To Judicial And Lawyer Misconduct

A significant date has passed that has to make any corrupt lawyer or judge in Nevada very nervous.

As I had previously posted on my Blog #1, the Nevada Supreme Court has revised the Nevada Code of Judicial Conduct. This revised code went into effect January 19, 2010.

Rule 2.15 is critical as the UNR lawyers and judge in my case have committed numerous unlawful violations.

To summarize:

-The next time the UNR lawyers fail to follow the law, lie, or submit/rely on manufactured evidence, Judge Flanagan will be OBLIGATED to report them to the appropriate authority. Should Judge Flanagan fail to report them, he will be in violation of the code.

-Should Judge Flanagan fail to report these lawyers, he will impose on the Supreme Court Justices an obligation to report him to the appropriate authority.

-The next time Judge Flanagan fails to follow the law, lies in his order, or relies on manufactured evidence,
the Supreme Court will be obligated to report him to the appropriate authority.

Considering I am seeing the retaliation team in the coming days I anticipate this revised rule will be in play before the Nevada Supreme Court in very short order.

The gang of retaliation lawyers include: Mary Dugan, Charles Hilsabeck, Kent Robison, and John Arrascada.

They had some unlawful help from Senate Majority Leader Harry Reid's son Leif Reid too. More on that later.

Attorney Kent Robison Lied To The Judge

THE COURT: What authority does he [President Glick] have to issue that order?

KENT ROBISON: The code permits him to do that and that’s in our brief,

your Honor, in addition to the authorities that we’ve cited,

particularly that case, your Honor, where a similar order was

issued by the Oregon State administration.

THE COURT: If you look at that case, not only did Oregon State University

have that order … but they also had procedures involved, which

included an appellate process as well. Does the university have

a similar scheme-up?

KENT ROBISON: We have cited the code provisions, your Honor, that allows
the university to enact these provisions and regulations.

Attorney Kent Robison directly lied to the District Court Judge regarding his brief, which was devoid of any “code” provisions.

Both in his brief and at the hearing, Robison failed to produce any NSHE Code provision to support Glick’s authority to issue such orders. Robison failed to produce any code provisions because none exist.

Kent Robison is a local attorney in private practice who was hired by UNR General Counsel Mary Dugan, President Milton Glick and Athletic Director Cary Groth to help them falsify evidence and commit perjury to defeat lawsuits against the University of Nevada, Reno.

Good to know how your tax dollars are being spent . . . without your approval, your tax dollars are being spent to support corruption at UNR.

Terri Patraw: NCAA Committee On Infractions Stance On Lying

I ran across this quote in an NCAA major infractions case involving another university:

This was a serious infractions case, which included academic fraud and the provision of false and misleading information, violations the NCAA Committee on Infractions considers to be egregious.

Good to know that the NCAA Committee on Infractions takes lying seriously.

We know that University of Nevada Athletic Director Cary Groth retained Golf Coach Rich Merritt with full knowledge that he repeatedly lied and mislead the administration.

We also know that President Milton Glick retained AD Groth with full knowledge that she has lied to donors, judges, students, employees, colleagues, the community, and "others" in her position as Athletic Director.

Glick also knows that AD Groth committed perjury on numerous occasions and falsified documents to cover up her own misconduct.

Glick rewarded his corrupt Athletic Director with a 3-year contract extension.

The NCAA is the governing body that sets the rules and standards of conduct that Groth and Glick are supposed to adhere to as representatives of UNR.

Clearly the actions of Groth and Glick are not congruent with the spoken edict of the NCAA Committee on Infractions.

AD Groth and President Glick have put the university at risk of serious sanctions by the NCAA.

Terri Patraw: On Transparently Corrupt Officials

I ran across this quote by Nevada Attorney General Catherine Cortez Masto in a recent newspaper article:

“The attorney general’s office is dedicated to assuring the law is followed . . . ”

I laughed out loud when I read it. AG Masto is not dedicated to assuring the law is followed. I met with her personally, along with a few other citizens, regarding the corruption at the University of Nevada, Reno. AG Masto nervously assured us she would look into our allegations.

We then informed her that we had concerns about her office conducting a legitimate investigation as there were many conflicts of interest among her investigative team and UNR officials.  We specifically singled out one individual in her office who was clearly incapable of running an objective investigation of these allegations due to his own admitted bias.

Masto's response was to put this person in charge of overseeing the investigation! Shortly after they began their investigation, another investigator in the AG's office called us to ask us if we would drop our complaint. We could not believe they were so transparent! We said no to this ridiculous request.

This investigator then dismissed the complaint . . . ignoring over 135 allegations, covering up several others, and refusing to meet with witnesses, including the citizens who made the complaint!

A funny thing happened though. Literally the day after the AG's office dismissed the complaint, the Nevada Supreme Court ordered an evidentiary hearing in the district court to hear evidence of corruption by UNR officials. The district court responded to the citizens presentation at this hearing by stating that there was enough evidence to convene a crimial grand jury investigation of UNR.

The investigator from the AG's office (the same bozo who asked us to drop our complaint) called and asked if we were going to use his investigation as evidence for the grand jury! He knew his investigation was a fraud and that we could implicate him with it.

Good to know how your tax dollars are being spent in Nevada, huh?   The AG is supposed to be the top cop in the state. What a bad comedy act AG Masto's office is.

Another bit of information . . . UNR General Counsel Mary Dugan and Assistant General Counsel Charles Hilsabeck were previously employed in the AG's office. Dugan and Hilsabeck are leaders of the retaliation and corruption at UNR. What does this say about the level of integrity one needs to possess in order to work for the Nevada Attorney General?

The corrupt have no shame!

Terri Patraw: UNR Grand Jury Investigation Update

On December 10, 2009, Judge Connie Steinheimer issued an order convening a criminal grand jury investigation of the University of Nevada, Reno. The citizens who successfully petitioned the court for this investigation have appealed to the Nevada Supreme Court the parts of the order that were dismissed.

There was a lot of information presented to the court, including a 1700 page complaint and over 5000 supporting documents. We are confident that the Judge legally erred when she dismissed some of the allegations due to statute of limitations or lack of evidence. We believe these allegations will be reversed by the Supreme Court.

On behalf of the students, employees, and tax payers, who are all victims to this corruption, we want to make sure everything is presented to the grand jury.

Criminal indictments are being sought by the citizens against several UNR officials. Evidence was brought forth against University Police Chief Adam Garcia, General Counsel Mary Dugan, lawyer Kent Robison, President Milton Glick, and Athletic Director Cary Groth ... among others.

We anticipate a fairly quick ruling from the Supreme Court as they have been very efficient in anything we have filed there previously. This is a short term hold up for long term gain.

Terri Patraw: NCAA Upholds Decision Against Florida State

TALLAHASSEE, Fla. (AP) -- The NCAA has upheld its decision to vacate up to 14 victories from former football coach Bobby Bowden as part of Florida State's penalty in an academic cheating scandal.

Bowden retired as major college football's second most winning coach with 389 wins after Florida State's 33-21 Gator Bowl victory over West Virginia, Jan. 1. Penn State's Joe Paterno has 394 wins.

University officials said they were surprised and disappointed by the NCAA decision.

"We believed that our administration did everything it possibly could to ferret out any and all improprieties in this matter," Florida State athletic director Randy Spetman said.

Athletic Director Spetman's quote in bold is what struck me most about this article . . . that the Florida State Administration tried to get to the bottom of the allegations.

University of Nevada, Reno's Athletic Director Cary Groth, on the other hand, covers up violations in her department. She does not want them reported internally or externally.

In a situation involving the Nevada men's basketball program, Groth threatened me in writing if I reported NCAA violations in the men's basketball program; violations that I possess evidence of.

In another situation, Groth told me she would write a letter to clear one of my student-athletes to play without clearance by the NCAA. That is a huge no-no. The student-athlete was fortunately cleared to play by proper merit before Groth put this student-athlete and the soccer program at serious risk.

In the case of the men's golf program, a witness testified under oath that Groth was going to write a letter clearing the "former" men's golf coach of several allegations against him without any investigation. Groth and the Golf Coach were alleged to be friends. Groth did not dispute that she sent him emails/pictures of her social outings, gave him gifts, etc.

Do you see Groth's pattern? She has put the Nevada Athletic Department at risk of major NCAA sanctions.

The Nevada Athletic Department continues to be under investigation by the NCAA.

Terri Patraw: A Corruption Free Week

I just had the best week I have had in 2+ years.  It was 100% corruption free. No bad guys, no bad judges, no bad lawyers, no bad athletic directors, no bad presidents, etc, etc.

One thing that continues to amaze me is how many hits I receive on my blogs. I truly and genuinely appreciate the support that I have received from all over the country and even other parts of the world!

After my wonderful week away, I returned to a very cool message from a wonderful person. You never know who is reading your blogs!

My jaw is still on the floor! I cannot believe what you have been through and the amount of corruption you have uncovered.

I have just spent the last couple of hours reading parts of the court transcript. I had no intention of reading so much, but I just found it so unbelievable.

I think I first heard about this from my brother when he read something in the paper a while ago...I don't even remember exactly. But today, for whatever reason, I decided to read your blog again for an update. And then I started reading the transcript and kept going.

I have had many people say the same thing to me about the court transcript from the University of Nevada, Reno Public Corruption Hearing. . . "that they cannot put it down once they start reading it".

It is hard to believe that this stuff really goes on at an institution of higher learning and that the Board of Regents continues to look the other way.

Justice will be served soon and the corrupt will be held accountable . . . both civilly and criminally.

Terri Patraw: NCAA Launched Second Probe Into University

I ran across this interesting 2008 case regarding another university that is very familiar with NCAA Investigations.

NCAA Launches Another Probe Into Southeast Athletics

As if the Southeast Missouri State athletics department didn't have enough problems, now comes even more.

Last week's announcement that the NCAA again is investigating the Southeast athletics program — this time following up on new information relating to the men's basketball program — was stunning to say the least.

The letter Southeast received from the NCAA, which was made public last week, said information that was developed between April, when university officials made an appearance before the NCAA Committee on Infractions, and June, when the committee released its report on the previous infractions, led to the new investigation.

It turns out that as the NCAA was finishing their original investigation into this University, they were informed of new information about possible misconduct. This new information led the NCAA to open another investigation into the same University.

Terri Patraw: A University Is Supposed To Be Above Reproach

Any university is supposed to be above reproach. One crime is too many at a state funded university.

Terri Patraw: The Judge Thinks He Is Above The Law

Judge Patrick Flanagan recused himself from the Petition to Convene A Grand Jury on Public Corruption at UNR citing an appearance of impropriety under Canon 3(E)(1)(b) and Canon 2(A).

Judge Flanagan was a former defense lawyer for a UNR administrator in a 2005 whistleblower retaliation case; therefore Judge Flanagan is a former member of the UNR legal defense team.

Despite his noted conflict of interest and voluntary recusal from the grand jury petition, Judge Flanagan asserted no such conflict in presiding over my civil case despite involvement of the same interested parties, including Judge Flanagan’s former defense team colleagues.

In May 2009, Judge Flanagan dismissed all 19 of my claims on summary judgment one week before trial. In dismissing this case, Judge Flanagan erred when he misapplied the law, ignored direct admissions of retaliation by the Defendants, altered the record before him, referred to evidence that did not exist, ignored witness tampering and perjury by the defendants, dismissed claims sua sponte without notice, and made false statements about the evidence in his order.

Shortly thereafter I uncovered additional evidence of various alleged conflicts of interest that Judge Flanagan had with interested parties in this civil case.

This included evidence of a "very close" personal relationship between Judge Flanagan and UNR General Counsel Mary Dugan.

To date, neither Dugan nor Judge Flanagan has denied this allegation.

Terri Patraw: Moral Turpitude And Ethical Standards

In March of 2009, my whistleblower decision was remanded on appeal after I presented evidence of perjury, falsification of evidence, and concealment of documents by Athletic Director Cary Groth, General Counsel Mary Dugan and Attorney Kent Robison.

Yet, despite his full knowledge of Groth’s criminal acts (felonies), President Glick rewarded her with a 3-year contract extension in September. Groth’s contract has moral turpitude and ethical standards clauses (section 4.03.b) that have been ignored by the University President with no regard for the consequence to the university, the athletic program, and the student-athletes.

PRESENTER: So in conclusion, I guess I should just ask the question: Who are these people that you've heard come in here and at great personal cost, and in some cases great personal risk, have addressed the Court and tried to present their evidence?

These are Nevada citizens who have stood up on a matter of public concern. Terri Patraw stood up for female athletes, and she was fired. She lost her career. She's been defamed.

So the bottom line here is that the state cannot and will not police itself on these matters. That's why we're pleading to the Court not only to petition a grand jury, to investigate these allegations, but also to make sure that if there is such a grand jury convened, that it should be led by somebody from outside the state. We suspect that the only place where we might get a fair prosecutor to look into this is somebody from the U.S. Department of Justice in Washington D.C.

Terri Patraw: Yet Another Title IX Lawsuit At Fresno State

A former Fresno State track and field assistant coach has settled a gender-discrimination lawsuit against the school and the California State University board of trustees for $300,000.

Ramona Pagel, a former Olympic shot-putter, alleged gender discrimination, retaliation and failure to maintain an environment free of discrimination and harassment after she was passed over for the head coaching position when Bob Fraley retired last year.

In addition, Pagel claimed that after the new coach took over, she wasn't given an interview for the assistant job she held for three seasons. She no longer is at Fresno State.

The California State University system has paid out more than $16 million in discrimination lawsuits or legal disputes since October 2007 involving five current and former female employees of the Fresno State athletic department.

This university has not learned despite being "brought to its' knees" in civil litigation in 2007-08.

Terri Patraw: Evidence Of Money Laundering At UNR

PRESENTER: Witness, you made a point before lunch that there are no state fees allocated for legal defense to the College of Agriculture, nor are there any federal funds allocated for legal defense.

So what must be going on here when the College of Agriculture is making payments, some of them, like on page 1069, $30,656 to the law firm?

WITNESS: . . . there is no fund to pay for this, because the State audits its money; the federal government audits its money.

So the way it works, you get to the end of the year, and if there is money left over from the state, they do something called JV, which is journal voucher.

So they transfer the money to pay something in another account by journal voucher and then they transfer the money to a third account by journal voucher, and then by the third transaction or the fourth transaction, if some audit happens, there is no way to go back to find out where the money comes from because of all of these different accounts the money went through in terms of the transfer process.

PRESENTER: So the point -- I believe these documents establish, Your Honor, that somehow the College of Agriculture is finding money to pay legal expenses that typically in some months are amounting to over $30,000, without any funds ever being budgeted for that purpose.

This process of journal vouchering that the witness described in any other setting would be called money laundering.

Terri Patraw: NCAA Takes Proper Stance On Lying

The NCAA rejected Oklahoma State's appeal to reinstate All-American wide receiver Dez Bryant on Thursday, meaning he won't be back this season. The junior is considered a top NFL prospect and few expect him to return for another season in Stillwater.

Bryant sat out the past five games for Oklahoma State (6-2, 3-1 Big 12) after the school ruled him ineligible for lying to an NCAA investigator looking into Bryant's offseason meeting with former NFL player Deion Sanders.

The NCAA decided last week that Bryant should be suspended until next September, and OSU appealed to the NCAA's Student-Athlete Reinstatement Committee. That group announced Thursday that it had rejected Bryant's appeal in a two-paragraph statement that included no explanation.

In contrast to the NCAA's stance and in line with the wide spread corruption on the UNR campus under President Milton Glick's leadership, one gets rewarded and protected for lying at UNR (i.e. Former Golf Coach Rich Merritt and Athletic Director Cary Groth). So how does UNR dispose of lawsuits? The administration commits perjury, perjury and more perjury . . . they submit false affidavits . . . they falsify evidence . . . and they falsify public records.

A protester said he feared retaliation if he revealed his identity at Friday's rally. Protesters accused UNR officials of corruption, animal abuse and violations of academic freedom.

RENO, Nev. (AP) — About two dozen people rallied today to drum up support for a grand jury investigation of their claims of corruption by top University of Nevada, Reno officials.

The demonstrators held placards outside the Washoe County Courthouse, where a hearing on their request for the hearing was held last month.

District Judge Connie Steinheimer has said she would rule on the request at a later date.

The group has accused UNR and other higher education officials of being involved in criminal activity and conspiring to cover it up.

RALLY DEMANDING ACTION TO BE HELD IN UNIVERSITY OF NEVADA RENO CORRUPTION CASE

A public demonstration to bring attention to the criminal corruption case pending against the University of Nevada Reno has been set for Friday, October 30, 2009, at Noon in front of the Second Judicial District Court, 75 Court Street, Reno, Nevada.

Outraged citizens and the community have rallied together to demand truth and transparency in an ongoing battle to bring officials at UNR before a Washoe County Grand Jury on corruption and other criminal charges. If reasonable evidence was brought forth, the District Court was ordered by the Supreme Court to impanel the Grand Jury. The decision of Judge Steinheimer in this matter is anxiously awaited by all concerned, including the student community at UNR.

“This is not just an airing of dirty laundry. Officials at UNR have been able to avoid a real investigation for too long, said NSLEOA President Ron Cuzze.

Impaneling the Grand Jury will insure that the truth comes forward and those responsible for criminal acts and corruption at UNR are held accountable.”

The Nevada Law Enforcement Officers' Association represents members working for the University of Nevada Reno Police Department, as well as sworn officers in state service throughout Nevada. In addition to the NSLEOA, organizations supporting the request for a Grand Jury investigation of UNR are the Nevada Association of Public Safety Officers (NAPSO) and the Reno Outreach for Animal Rights (ROAR).

Terri Patraw: Criminal Acts By UNR Administrators

Police department employees, the community and action groups are fighting mad over corruption at the University of Nevada Reno (UNR). But it is not just the corruption itself that has these people up in arms, it is alleged that UNR officials have seemingly been swaying the law, and have been able to sway the State, news media and even stay out of local courts despite the evidence against them, according to a press release by Richard McCann, Legal Defense Plan Administrator.

Now a Grand Jury is formally being requested to hear evidence of this major corruption case involving officials at UNR based on testimony by citizens at an hearing in the Second Judicial District Court.

Through a Grand Jury investigation, criminal indictments may be sought against UNR President Milton Glick, Chief of Police Adam Garcia, Athletic Director Cary Groth, General Counsel Mary Dugan, and several other UNR Officials. UNR spokespersons Jane Tors and private attorney Kent Robison are also allegedly implicated in the criminal allegations.

"The evidence against UNR officials is staggering...", said Ron Cuzze, President of NSLEOA. "The public should accept nothing less than a full examination and criminal prosecution . . . Nevada cannot bow to political pressure and allow this corruption to be swept under the carpet."

Terri Patraw: Fraud And Forgery At UNR

This is testimony from a current UNR Professor on a UNR faculty member committing fraud and forgery on her dissertation after failing to secure the necessary approval of her dissertation committee:

He (a Penn State University Official) told me one other thing. He said this is the worst academic fraud issue I've had in my entire career. He said, In fact, it changed the way I do business...

So now we have a person on UNR's faculty (Patricia Cashman). We now know we have this person who has committed fraud and forgery, and she is teaching undergraduate students, has been for years, and she is high and mighty to them about ethics and cheating and you've gotta do everything right because this is how it is done in the real world.

So bottom line is I think this is 100 percent proven that this was fraud and forgery. So what did UNR do about this?

Q When we're looking at page 1701, which is your letter to President Milton Glick in January 3rd of '08, here he's receiving a letter from a tenured faculty member like yourself concerned that we have someone defrauding the students at the university. Did you ever hear from President Glick?

Terri Patraw: Oppressive Operation

This may help to explain some things:

There was a 2005 faculty morale study that was widely circulated and widely published. This was about one year after Mary Dugan was appointed the UNR General Counsel.

The remakable thing about this faculty morale study is it said that a very large number of respondents - - these are faculty in the university - - they cited a climate of intimidation, fear, and powerlessness among university faculty and staff.

They described their work environment as hostile and expressed concern for a lack of rule of law on campus.

Many of them took great pains to ensure their anonymity to respond to this survey because they expressed fear of retaliation or even termination for expressing their viewpoints.

I think that tells the story of what the climate is on this campus because of this oppressive operation we're calling a RICO operation.

Terri Patraw: UNR Ordered To Reinstate Police Officer

The University of Nevada, Reno was ordered by a Nevada State Personnel Commission Hearing Officer to reinstate police officer Lane Grow to the UNRPD today.

Grow is one of my co-Petitioner's on the petition to convene a grand jury on corruption at UNR.

Grow claimed wrongful termination. And the Hearing Officer agreed.

Grow blew the whistle on corruption within the UNRPD, led by UNR Police Chief Adam Garcia.

UNR General Counsel Mary Dugan was the losing attorney for the University. Garcia was the administrator responsible for the wrongful termination of Grow.

No retaliation there, huh, President Glick?!!!

I have been waiting for 11 years for the corruption to come to a head.

My prayers are with Terri Patraw, Lane Grow, and Richard Schweikert.

Something told me never to go back to that college and complain. I think they would have created a superficial incident just to write up a police report, and there is no doubt in my mind that this is what would have happened, because it happened to Terri later. I knew that their games would only escalate...

I wonder how many things have happened to persons, students and faculty, that we never even heard of. Students transferred away, and faculty moved on looking for new jobs.

I left Nevada but I know how corrupt these people are.

I hope that what is going on in all court levels will culminate into a Grand Jury hearing about UNR. That would be the best possible news.

If you read the Reno Gazette-Journal you have heard former NSHE Chancellor Jim Rogers cry in the media over the past two years about the budget and about the lack of state funding for NSHE.

I am sure Governor Jim Gibbons would love to have heard the presentation at the public corruption hearing on how much money is being wasted by NSHE to protect the illegal activity of the UNR administration.

Instead of spending taxpayers' money on UNR's criminal operation NSHE could be spending it on academic programs . . . and they would not have to lay off so many employees in this down time.

Evidence revealed that taxpayers, students, and employees are being defrauded out of millions of dollars.

. . . it seems to me that there was an awful lot of people at Court, all saying 'kind of' the same thing. That alone should warrant some investigation, no?

By the way, since when did Nevada leave its investigations and law enforcement of local crime up to the federal government? Judge, you can do better than that for the citizens of your county.

The point is obviously that the various organizations within UNR are working together in a criminal manner.

I don't care that UNR is the hometown hero. This may not be organized crime, but the Judge does need to step up and investigate these claims. Why?

Because if even one of the claims of lost jobs, fraud, false reports, rape/murder while resources are abused, profiteering, etc., is true, then Washoe deserves better?

Terri Patraw: Powerful Message Passed On To Me

The study of the revolving mirrors and swirling smoke by the UNR Campus Police and the administrators is a study in its own right. How many persons were sent worm viruses by someone they employ on their technical staff, or on the outside, that were sent intimidating frightening messages, at the very end, just when their computers quit working.

The Campus Police sent me one, with my photo superimposed in a photo looking at jail cells, and my breasts pushed up, with the caption, "What the jails would look like if she were running them." They also sent me one with my photo superimposed in the middle of the UNR Swat team, with guns pointed at an apartment complex with the caption, "We wished she knew she were one of us." They did this whole mock-up to look like the front page of the RGJ.

There is no doubt in my mind the deep degree that revolving mirrors and swirling smoke is organized by Milton Glick's private police force on the UNR Campus to make trouble for those who expose the real goings on in the shadows, in any way, shape or form, they can use to shut you up.

You should have listened to Alan Mentzer on his televised criminal justice class refer on the air mind you, that anyone who contacts the school too much about anything is a stalker. The administrators never return calls, they just send out the thug campus police frat boys. I think it all really blossomed under Lilley, and Glick is a tool to cover fraud with more fraud from the insane Lilley. Otherwise, why would they want someone like Glick's reputation from ASU???

Terri Patraw: UNR Public Corruption Hearing

The Nevada Supreme Court has ordered the Second Judicial District Court of Nevada to "conduct an evidentiary hearing and make findings in support or rejection of impaneling a grand jury to investigate claims of corruption" made by citizens against officials at the University of Nevada, Reno, its affiliated law firms, and the Nevada Attorney General’s Office.

Pursuant to NRS 6.130, Nevada citizens will present evidence of criminal activity by individuals in UNR’s Central Administration, including the President's Office, General Counsel’s Office, Police Department, Athletic Department, College of Agriculture, Affirmative Action Office, Facilities Services Department, and others.

Allegations include fraud, embezzlement, bid rigging, falsification of evidence, falsification of public documents, perjury, subornation of perjury, abuse of power, forgery, witness intimidation, civil rights violations, animal abuse, and use of the UNR Police Department as a tool to protect the public corruption operation and to harass and intimidate (e.g., illegal surveillance) whistleblowers. The role of the Nevada Attorney General's Office in this operation is alleged to include financial support of and legal protection for UNR officials.

The University of Nevada, Reno is currently under investigation by the NCAA.

Terri Patraw: Is the RGJ Part Of Public Corruption?

The Reno News & Review thinks so based on this editorial piece.

Now, it’s easy to say that District Attorney Dick Gammick’s alleged arrogant treatment of these women and his above-the-law attitude of good-ole-boy-Teflon power are worthy of public notice and an editorial.

. . . as a journalist and a consumer of media there’s something that bothers me just as much . . . Why did the RGJ wait eight months to publish the whole story?

Now, there are only a few reasons the RGJ wouldn’t report this story when they first heard of it: 1) They don’t want to appear to be following other news entities 2) They assume all of their readers see other media, so it was unnecessary to publish the story 3) The newspaper wanted to protect Gammick’s office from negative press.

Three is unfathomable. The Reno Gazette-Journal’s responsibility is to its readers.

Its irresponsibility is the reason that newspaper’s dwindling to no bigger than a newsletter.

Its lack of news is the reason it’s no longer leading the community in the dissemination of news.

That suggests there are other places the RGJ withholds its illumination. And that’s worrisome for all the people in Northern Nevada.

RGJ Editor Beryl Love told me in person that he gets threatened by officials at UNR if the RGJ reports negative things about them in the paper.

Terri Patraw: Felonious Acts By UNR Officials

In a recent article I stated that UNR lawyers engaged in criminal activity by falsifying my personnel files.

UNR defense lawyer Kent Robison said those accusations were "absurd and utterly ridiculous. (Patraw’s) former lawyer examined UNR witnesses on the authenticity of the UNR records and he never once questioned the accuracy of the records," Robison said.

Robison's statement is false. He knows we exposed them for this well before his slanderous statements:

The defense team’s habit and routine practice of judicial deception is evident here. At the whistleblower hearing, this falsified evaluation was uncovered as falsified, and lawyer Charles Hilsabeck "corrected" himself on it. Nevertheless, he now tries it one more time, this time hoping Plaintiff would miss it and this Court would be deceived.

We also filed an Emergency Motion for Sanctions Against Defendants, the Defense Team, Cindy Fox, and Her Attorneys for Committing Fraud upon this Court . . .

There UNR General Counsel Mary Dugan, Robison, Hilsabeck and several others were exposed for not only falsifying my ASU personnel file but for creating a phony subpoena to give the appearance of legality to a series of phony documents.

Yes, desperate times call for desperate measures - even felonious acts that can put one behind bars.

Terri Patraw: Biggest Bunch Of Crooks

Your story rings true because I went through the same thing with the district here. Biggest bunch of crooks I have ever had the displeasure of encountering.

They threw me out on bogus charges mostly to get rid of an older worker and to deprive me of my full retirement benefits, both rampant in school districts all over the country.

I was called a liar, dishonest, and mentally ill by their unscrupulous administrators and general counsel and kicked to the curb.

At my "due process hearing" (a joke because there is NO "due process") the district suborned perjury, altered documents, destroyed evidence, tampered with witnesses, bribed a witness for me with a lucrative job, and so forth, all criminal offenses.

However, nobody takes hearings, although they are legal proceedings just as important as regular court trials, seriously, and they think they can get away with it.

They won't in my case, and I hope they won't in yours.

People should understand public entities are the most corrupt to work for and that they aren't always in the right when it comes to terminations.

Because of what I went through, I know what you are alleging is true. Best of luck.

Terri Patraw: Bias Exposed And Unrefuted . . .

This case can really be a great book followed by a movie. Especially the part of the story when you find out that Judge Flanagan is a very close friend with UNR's Chief Counsel, Mary Dugan.

. . . Judge Flanagan never should have sat in judgment of this case. Nevada needs a major makeover . . . what a mess.
