I see the first imposition of power, is when one finds out that something is wrong at the university, discovers this truth, asks questions and implicates the wrong-doers.
 
College presidents and administrators that should be the ones to clear up the problem and answer these questions, now begin to investigate the whistleblower.

Campus Police pass by their office doorway and give them dirty looks.

All of this is just to scare them.  It is "real harassment," specifically designed by administrators, to force censorship, or scare them enough to drop out of college and go away.

These are just a few of the first impositions on their liberty.
