"They Can't Be That Dumb . . . "

"They can't be that dumb..." was my husband's reaction when he first read the article from the Las Vegas Review Journal about the sentencing of William (Bob) Gilbert for using building materials designated for college projects and purchased by the tax payers to build his own private home.
I said, "Yes, but that's not all. This man had a prior felony conviction for embezzlement in 1991!"
How on earth did this man's biography pass detection and a required background check by Human Resources and the University Board of Regents, unless . . .
Unless they "knew" and specifically wanted a crook capable of deception, dishonesty, corruption to specifically fill the position of Associate Vice-President, and this was a tacit requirement.
Just like Milton Glick's corrupt and unscrupulous reputation at Arizona State University to fulfill, perpetuate, and keep secret the corrupt John Lilley legacy at UNR.
Dishonesty and embezzlement were a requisite.
