A consulting firm hired to look at problems within the police department released a report last month that said the department “is nearly crippled due to internal dysfunction.”

Chief Adam Garcia has 11, yes 11, cases pending against him.  Another was filed today that is quite revealing.  The public should know who else has been caught in the UNRPD pornography web...
